Pedro previously established and led E3G’s Place-Based Transitions programme, focused on advancing the case for a coordinated, ambitious and fair approach to clean heat, cooling and energy efficiency infrastructure investment embedded in the wider climate and energy transition.

Pedro has worked closely with stakeholder coalitions on strategy and policy, including the Clean Cooling Collaborative, Cool CoalitionEnergy Efficiency Infrastructure Group and the Green Finance Institute’s Coalition for the Energy Efficiency of Buildings. He has advised the establishment and development of the UK Electrify Heat campaign, the European Better without Boilers campaign and the international Clean Heat Forum. His policy expertise covers energy in buildings, regulatory and financial programme development, the political economy of low carbon transitions and energy poverty.

Prior to joining E3G, Pedro was Research Director at the Association for the Conservation of Energy (now housed at the ADE), focused on policy change for improving energy efficiency and reducing energy demand in the UK and the EU. Pedro is a UK ambassador for the European Council for an Energy Efficient Economy, a Trustee of the energy poverty-focused Eaga Charitable Trust from 2009-2015, and a member of the London Borough of Islington’s Climate Change Fund advisory panel from 2007-2012.

Pedro holds an MSc in Environmental Technology, specialising in business and the environment, from Imperial College London, and a BSc in Environmental Policy with Economics from the London School of Economics and Political Science.
