Isabelle de Lovinfosse
Senior Associate
Isabelle is an E3G Senior Associate based in Singapore, focusing on Southeast Asia’s power sector decarbonisation, coal phase out and energy diplomacy.
Isabelle monitors regional and national climate and energy diplomacy and policy developments across Southeast Asian countries (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Thailand, Singapore and Vietnam). She partners with a wide range of stakeholders (diplomacy channels, think tanks, civil society, private sector networks, academia) to advise on pathways for Southeast Asia to shift from fossil fuel reliance to a low carbon energy system.
Isabelle holds a PhD in political science from the University of Louvain in Belgium; her research focussed on renewable energy policy changes in Europe.
Isabelle has remained active in the academic sector as an adjunct lecturer, in Belgium, London and since 2020 at the Nanyang Technological University in Singapore teaching “Energy and Environmental Issues” in the RSIS MSc International Political Economy.
Before joining E3G, Isabelle worked with the UK Government: most recently (2020-2023) at the British Embassy in Singapore as the regional strategy lead on the UK COP26 Presidency, in the Department for Exiting the EU (2016-2018) and in the Department for Energy and Climate Change (2013-2016) on a range of renewable energy and climate policies (e.g. Contracts for Difference, industrial decarbonisation, EU ETS). Previously Isabelle worked at leading consultancy companies on energy and climate policy design and policy evaluation projects for international organisations.
Isabelle is originally from Belgium but living and working abroad for the past 20 years in the US, UK and since 2018 in Southeast Asia. She is a keen mountaineer and enjoys discovering the exceptional natural ecosystems of the region and sharing that passion with her children.
