This team leads on development finance and engagement with multilateral development banks (MDBs) and international financial institutions (IFIs). It aims to ensure that the mobilisation of development finance and bilateral and multilateral public climate finance helps the world accelerate global climate action. It leads E3G work on the design and effectiveness of public banks, as well as engagement with development ministries and on the politics of climate finance.

Its aim is that capital is mobilised at sufficient scale and pace, to the right places and in the right way, to support global climate-safe transition. This means public development finance institutions and mechanisms playing a transformational role in achieving climate safety as a result of strong design, governance and actions, helping to unlock the international politics of collaboration for transition.

The team leads E3G’s work on development finance, overseas development aid, and multilateral and bilateral climate finance as well as in how different actors in this space work together through co-ordination mechanisms like country platforms. In addition, the team co-ordinates wider E3G work on international financial architecture reform and provides advisory support to governments and civil society organisations working in the same area.

It promotes and enables a transformational role for public banks in the international financial system, with a focus both on the MDBS and on promoting an international ecosystem of national and international public banks. It shares its analysis through the Public Banks Climate Tracker Matrix that tracks how public banks are mainstreaming climate change into their work. It supports the climate-safe design and governance of new national and international public banks and other public finance institutions, e.g. CIFs, GCF, acting as a knowledge hub on the design of public finance institutions.

The team provides expertise working with other E3G experts on finance and geopolitics in relation to technical and political aspects of UNFCCC finance negotiations including those related to global goals on climate finance set through fora like the UNFCCC, the G20 and Financing for Development.
